The latest version of Winzip will extract it for you. Do you have that?

It should decompress it fine. I'm running the 8.1 Eval version but older versions worked also (not sure how far back though). If you open up Winzip...at the bottom, there is a button called: Winzip Classic.
Open that and then go to:
File...
Open Archive....
Browse to the .tar.gz file you need to extract and then open it.
Winzip will respond with something like... "The archive contains one file. Should Winzip decompress it to a temporary folder and open it?". Say yes there and it will extract the file. You should also be able to point the extract to a certain folder of your choice.
