Testing for EOF (End Of File)

Display a message if no records are found...

If RS.BOF And RS.EOF Then
Response.Write "No Records Found"

Else

Do While Not RS.EOF
...
...

By checking for both Beginning Of File (BOF) and End Of File (EOF) then you can be certain that there are no records.
